The ISCCC has lodged this submission in relation to the referral by the ACT Government to the Commonwealth Department of Environment and Energy of the Light rail stage 2(b) project (Commonwealth Park to Woden) for assessment under the Environment Protection and Biodiversity Conservation (EPBC) Act. The ISCCC has called for an assessment by an independent public inquiry.
The ISCCC is disappointed about the decision to move Deakin and Yarralumla from the inner city electorate of Kurrajong to the electorate of Murrumbidgee which covers Woden, Weston Creek, Molonglo Valley and part of Kambah. These new electorate boundaries will apply for the 2020 ACT election.

Transport policies and strategies can be complex and pose a challenge because the outcomes affect everyone, and often in different ways, depending on the individuals’ needs.
The ISCCC urges the ACT Government to provide a coherent policy framework for responding to waste-to energy proposals in Canberra. This should exclude thermal waste to energy processes and import of waste from interstate. It should focus instead on alternatives such as finding markets for large waste streams and ACT Government initiatives on recycling such as green bins.
The ISCCC supports the continuation of the Lease Variation Charge, because it is fair and reasonable for developers to be taxed on the changes in the value of their land resulting from a change of use for that land.
A comprehensive plan is required for existing congestion at the Dudley Street/ Novar Street roundabout, the Adelaide Street off-ramp to Kent Street, the Kent Street/ Denison Street intersection, as well as the Adelaide Avenue/ Hopetoun Circuit intersections and the Dudley Street upgrade, should not proceed in isolation of these other requirements.
